    Summit on Sectoral Cooperation - the summary

    - Our two-day meeting was an opportunity for discussing the mechanisms based on sectoral cooperation to reduce CO2 emissions while maintaining economic growth. Such initiatives help to build sustainable development of the global economy - Deputy Prime Minister, Minister of Economy Waldemar Pawlak said in a summary of the Summit on Sectoral Cooperation, held in Warsaw on 27-28 November.

    Deputy Prime Minister Pawlak noted that the Warsaw summit brought together representatives of both governments and the most energy-intensive industries. - In our discussions we have been building a real public-private partnership to work out solutions in the field of climate protection - he emphasized.

    He also recalled the most notable initiatives proposed by the summit participants. - We have learned interesting information from the representatives of the industry. Often without the use of public funds, only under sectoral agreements, they've been making very good progress in developing clean technologies and reducing emissions - he said.

    According to Deputy Prime Minister, consideration should also be given the proposal put forward by the Japanese delegation to develop methodology in the area of sectoral cooperation. - Such initiatives will facilitate the development of uniform criteria for assessing information on CO2 emissions, and also help to promote low-carbon technologies - he underlined. He added that the details of the Japanese proposal would be presented during the March workshop in Bonn, organized by Japan and Poland.

    On the second day of the summit, a plenary session was held, entitled "Decoupling the economic growth from the greenhouse gases emissions - perspective of energy sector".

    Deputy Prime Minister Pawlak emphasized that the energy sector was of vital importance for the action on climate change. - There is a need to implement effective solutions leading to a technological breakthrough in energy - he added.

    Teruaki Matsumoto of Tokyo Electric Power Company Inc. presented sectoral actions on the example of the Asia-Pacific Partnership on Clean Development and Climate. - In the framework of sectoral approach we've been increasing the efficiency of coal-fired power plants. We will also introduce mechanisms for the supervision of emissions - Matsumoto Teruaki stressed. He reminded that one-percent gain in efficiency of the power plants would save 60 million tons of coal per year, and emissions of greenhouse gasses would decrease by 120 million tonnes.

    Another participant in the debate, Lars Jossefson of Vattenfall AB, pointed to the need to invest in systems to reduce CO2 emission. - Thanks to sectoral cooperation we can focus on developing innovative technologies necessary to reduce emissions of greenhouse gases - he added.

    According to OECD Deputy Secretary-General Carlo Padoan, to implement innovative technologies in energy, an appropriate incentive system must be established. - It is also essential to price the value of emissions - Padoan stressed.

    The Summit on Sectoral Cooperation is an initiative of Deputy Prime Minister, Minister of Economy Waldemar Pawlak. The Warsaw summit precedes the 14th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP14), held on 1-12 December 2008 in Poznan. The main objective of the Summit on Sectoral Cooperation is to promote public-private cooperation to tackle climate change.

Consultations with the participants of the Summit on Sectoral Cooperation

    The Ministry of Economy has begun consultations with representatives of countries and companies invited to the "Summit on Sectoral Cooperation". The goal of the conference, among others, is to promote public-private initiatives based on sectoral cooperation aimed at combating the climate change.

    First round of the expert- level consultations was held in September this year in Warsaw. It was attended, among others, by representatives of the United Nations Framework Convention on Climate Change (UNFCCC), the European Commission, the French Presidency, Danish government and the branch associations from the invited sectors. During the meeting, participants discussed, among others, the potential effects of the Warsaw Summit on climate change conference in Poznan.

    Another opportunity to present and discuss the initiative of Ministry of Economy was the 42. Annual Conference of International Iron and Steel Institute Members Washington, DC on 6-7 October 2008. The IISI (from now on known as World Steel Association) brings together approximately 180 corporations from the steel sector, which together account for 85 percent of world steel production. Representatives of the Ministry of Economy presented the possibilities of cost-effective mechanisms to combat climate change, which met with positive reactions of the other participants of the meeting. Moreover, at the Conference Björn Stigson, Secretary General of the World Business Council for Sustainable Development (WBCSD) confirmed his presence at the November Summit in Warsaw.

    Next round of consultations will be held during the 11 Asia - Europe Business Forum, which will take place on the occasion of the ASEM 7 meeting in Beijing on October 24-25. During this conference, the Polish delegation will present the latest information about the Summit in November and will work to ensure the participation of representatives of countries and companies from Asia.
